If someone can’t read they can’t learn. Eating salt is universal. If they ingest the salt they’ll ingest the solution whether they know it or not. Move to make this an industry standard in the country.
Even free iodine pills may not be accepted or used properly. The salt is another story all together.
Depending upon the financial level and motivation of the people they may not visit the beach even if they know it will benefit them.
